Installer time not displaying correctly

Screenshot shows 3:16AM September 3 for GMT -7
I am in Pacific (-7) Screenshot taken 8:16PM September 2
if I ssh into my server and run "date -u" it returns: Wed Sep 3 03:30:03 UTC 2008
just "date" returns: Tue Sep 2 20:29:38 PDT 2008
so the date displayed is UTC not local time?
Server is Media Temple grid server Debian GNU/Linux 4.0 PHP 5.2.6 Apache 2.0.54

While you're at it, do you think there's any benefit to listing time zone abbreviations for common (US?) timezones? Or is that too US-centric?
